
Statewide Legislator of The Year, Representative Gary Hicks with Development District Executive Directors
Nashville, TN — The South Central Tennessee Development District (SCTDD), in partnership with the Tennessee Development District Association (TDDA), was proud to recognize two outstanding leaders from the region during the annual Tennessee Development District legislative event in Nashville. This year, TDDA named Joey Hensley and Pat Marsh as two of its Legislative Champions of the Year, honoring their continued advocacy and support for the communities served by the District. Representative Gary Hicks was named the Statewide Legislator of the Year.
Each year, development districts across Tennessee recognize members of the General Assembly who have demonstrated exceptional leadership and dedication to strengthening local governments and advancing regional priorities. Development districts work closely with state leaders to support economic development, infrastructure investment, workforce initiatives, and services that improve quality of life across Tennessee’s communities.

Development District Champion, Senator Joey Hensley
Senator Joey Hensley, who represents Tennessee’s 28th Senate District, has served in the Tennessee General Assembly since 2003 and has been a strong advocate for rural communities throughout the South Central region. Representing counties including Giles, Lawrence, Lewis, Maury, Perry, and Wayne, Hensley has consistently worked alongside local officials and regional partners to address infrastructure needs, community development initiatives, and policies that benefit residents across the district.

Development District Champion, Pat Marsh
Representative Pat Marsh, who represents House District 62 and currently serves as Speaker Pro Tempore of the Tennessee House of Representatives, has been a key partner to local governments throughout the region. Since first being elected in 2009, Marsh has played an active role in supporting transportation, economic development, and community initiatives that help strengthen local economies and improve services for Tennesseans.
SCTDD Executive Director Paul Rosson expressed appreciation for their continued partnership and commitment to the region.
“The support of our legislative delegation is vital to the success of our communities,” said Rosson. “Senator Hensley and Representative Marsh have been strong advocates for South Central Tennessee, and we are grateful for their leadership and dedication.”
The South Central Tennessee Development District represents thirteen counties and works with local governments, state partners, and community organizations to address regional needs and promote sustainable development. By recognizing legislative leaders each year, TDDA highlights the importance of state-local partnerships in building stronger communities across Tennessee.
